For the amiibo phone feature, is it strictly limited to the original cards and special character amiibo (Resetti, Kicks, Reese, etc) or would it work on the WA/Sanrio cards and special amiibo (Felyne, Legend of Zelda, Splatoon) as well?

Afaik, the only non-AC Amiibo character that became accessible in HHD was Felyne (as DLC).

That is true . However you can recieve a villager statue from scanning the ssb villager amiibo in hhd. Tried using Tybalt's Welcome amibo card, it freezd the game.
